Building the Future:
Infrastructure and Growth in Peru

Americas Society/Council of the Americas, in partnership with Peru’s Ministry of Foreign Affairs, will host its fourteenth annual Latin American Cities Conference in Lima. In addition to exploring the economic outlook of Peru and the region, this year’s conference will focus on how to revamp Peru’s infrastructure in order to make the country’s economic growth more sustainable and equitable. Experts and stakeholders from the public and private sectors will discuss President Martín Vizcarra’s National Infrastructure Plan for Competitiveness, as well as best practices to increase transparency, efficiency, and sustainability in the infrastructure sector.

Registration: This event is complimentary for all registrants.

Gustavo Meza-Cuadra

Foreign Affairs Minister of Peru

Gustavo Meza-Cuadra is a career diplomat with more than 30 years in Peru’s foreign service, where he has held various positions, including national director of sovereignty and boundaries from June 2008 to July 2009. He was the director of World Trade Organization Affairs and head of the Peruvian delegation in the negotiations for an Association Agreement with the European Union from 2007 to 2008.

Julio Velarde

Governor of the Central Bank of Peru

Julio Velarde has served as the governor of Peru’s Central Bank since October 2006. He’s held important positions in the public and private sectors and has collaborated in publications and research related projects related to monetary and financial issues. Velarde was the CEO of the Latin American Reserve Fund from 2004 to 2006. Also, he served as director for the Peru’s Central Bank from 1990 to 1992 and again from 2001 to 2003.

Roberto Fantoni is a director at McKinsey & Company that has worked both in its New York and São Paulo offices. Since joining the Firm in 1996, he has served clients in Latin America, Europe and North America and has done extensive work with family-owned conglomerates and companies in the infrastructure industry, leading our Latin American practice in the sector. Viviana Caro

Representative in Peru, Inter-American Development Bank

Viviana Caro has been the representative of the Inter-American Development Bank in Peru since mid-May 2015. From 2010 to 2015, she was the Bolivian minister of development planning. Caro has been involved in the Bolivian government for many years. For over 10 years she was part of the Unity of Social and Economic Analysis (UDAPE), an entity in charge of aiding the executive branch. Caro has also been an avid researcher at the Center for Agrarian Development (CEDLA) and worked at the Group of Analysis for Development (GRADE) in Peru from 1990 to 1992.

Kate Harrisson

British Ambassador to Peru

Kate Harrisson has been the British ambassador to Peru since April 2018. She joined the Foreign and Commonwealth Office in 2000 after working in the private sector in China. Her previous roles in the FCO include deputy head of mission to Vietnam, political counselor in Beijing and economic consul in Hong Kong. In London, she has worked on the UK’s relations with India, policy planning and the UK’s work in the United Nations including on refugee policy, and conflict prevention.

Sovereign and Sub-Sovereign Group, Associate Managing Director and Head for Latin America, Project and Infrastructure Group, Moody’s Investors Services

Alejandro Olivo heads the Sub-Sovereign, Project, and Utilities teams of analysts covering the sector’s issuers in Latin America. Prior responsibilities in Moody’s include managing the activities of Moody’s Sub-Sovereign franchise in Latin America and Canada. Prior to Moody’s, Olivo held increasingly senior positions in both the government and the private sectors. In the public sector, he was CFO of Financiera Rural, Mexico’s rural development bank, deputy director of Technical Assistance at Banobras, and treasurer of the government of Mexico City.

Leonie Roca Voto Bernales

President, Association for the Promotion of National Infrastructure (AFIN)

Leonie Roca Voto Bernales is the president of Peru’s Association for the Promotion of National Infrastructure (AFIN). She is a lawyer, graduate of the Catholic Pontificia University, with postgraduate studies in senior government managers at the Harvard Kennedy School of Government and in the Upper Management Program at Piura University. She’s taken a variety of programs specializing in negotiations, strategic business management, enterprise management, airline management, and aeronautics.
