Mr. Vickram Bharrat was born in Berbice, Region 6 and attended the New Amsterdam Multilateral Secondary School. His academic achievement includes a Bachelor’s Degree in Computer Science from the University of Guyana and is qualified in the area of Public Management with a wealth of experience in governance and managerial competencies.
Cornelius Fleischhaker is a senior economist with the World Bank, covering macroeconomics and public finance in Angola and Sao Tome and Principe. In this role he leads budget support operations in both countries as well as analytical work on government expenditures, debt sustainability and other macroeconomic and public finance issues.
Miriam Kosmehl has been Senior Expert in the Bertelsmann Stiftung’s Europe’s Future Program since 2017 working on the Eastern Partnership region from Berlin. Prior to that, she headed the Friedrich-Naumann-Stiftung’s office for Ukraine and Belarus 2012-2017. Previous positions include postings in Poland (OSCE ODIHR), Russia and Central Asia (Deutsche Bank Moscow and GIZ – Deutsche Gesellschaft für Internationale Zusammenarbeit). Kosmehl studied law in Freiburg im Breisgau and Utrecht and holds a Second Legal State Examination of the District Court of Düsseldorf.
