COA Submission of Comments to USTR for USMCA Joint Review

On behalf of members, COA submitted comments to the Office of the U.S. Trade Representative ahead of the 2026 Joint Review.

Ahead of the 2026 Joint Review of the United States-Mexico-Canada Agreement (USMCA), Council of the Americas (COA) has submitted comments to the Office of the U.S. Trade Representative. Our submission includes comments from COA members from across a range of sectors, such as energy and mining, pharmaceuticals, digital services, food and beverage, and entertainment.

Council of the Americas serves as a trusted source of information and analysis for U.S. policymakers based on the real-world experiences of our private-sector members who do business in the Americas. We see the USMCA as the foundational framework for North American competitiveness in an increasingly challenging global context. As our members' detailed comments in the attached annex demonstrate, the agreement has proven to be an overwhelming success overall, but achieving its full potential will require robust diplomacy and negotiation to address the significant compliance gaps and economic barriers that remain in North America, and to update the agreement to address the new challenges of emerging technologies. 

The 2026 Joint Review offers an opportunity to provide renewed certainty to companies making major investments in the United States and other parts of North America, and thereby promote the secure, resilient, and efficient supply chains that will advance long-term U.S. security and prosperity. We believe the extension of the USMCA must be paired with a firm commitment to improved enforcement of its provisions.
