Joe Kogan is head of Latin American Strategy at Scotiabank in New York. He advises institutional investors on fixed income investments in both sovereigns and corporates across Latin America and the Caribbean. From 2004 to 2009, Kogan was a senior strategist for emerging markets at Barclays Capital and at Lehman Brothers. Previously, he was a professor at Universidad Católica in Santiago, Chile. Kogan received a Ph.D. in business economics and an M.A. in economics from Harvard University, and a B.A. in economics and mathematics from Princeton University.
Head of Latin America macro and energy research, Medley Global Advisors
Luisa Palacios is the head of Latin America Macro and Energy Research at Medley Global Advisors. She is also a visiting professor at the Center for Energy Studies at the MBA School of the Instituto de Estudios Superiores de Administración in Caracas, Venezuela. Previously, Palacios was a Latin America macro strategist in the emerging markets research group at Barclays Capital. She was a senior economist for the Japan Bank of International Cooperation, where she focused on Latin American energy and Chinese-Latin American economic relations.

Mark Walker is senior managing director at Guggenheim Securities, LLC. Previously, Walker was managing director and head of sovereign advisory at Millstein & Co. He was also managing director at Rothschild London from 2012 to 2014 and a senior advisor at Lazard Paris from 2011 to 2012. Walker was a partner at Cleary Gottlieb Steen and Hamilton LLP from 1975 to 2011 and the firm’s global managing partner from 2005 to 2011.
