I hesitate to write to the new U.S. administration about Latin America because I know that natural realities mean that Latin America will not be a priority for any administration despite the high-minded talk from the candidates.

I say this based on fundamental facts. First, even including Mexico—the number three trading partner of the U.S.Latin America represents only about 8 percent of world trade.

Second, U.S. citizens’ attitudes toward the region are based on caricatured stereotypes…
