Waldir Eloy Ayasta Mechán is an electromechanical engineer from Universidad Nacional Pedro Ruiz Gallo (Lambayeque), with specializations in business management, project management, and administration. He holds a master's degree in Business Strategy Administration and a PhD in Administration from Universidad Nacional del Callao.

With over 25 years of experience in the electricity sector, Ayasta Mechán has played a key role in infrastructure projects, rural electrification, and technological innovation. He has held leadership positions in Electronorte and the Distriluz Group, contributing to strategic planning and industry development. He is also a professor at Universidad Nacional de Ingeniería (UNI).
