
José Luis Daza
Since September 2024, José Luis Daza has been serving as secretary of economic policy of the Republic of Argentina. Previously, he was the founder and chief investment officer (CIO) of QFR Capital Management, a quantitative macro hedge fund focused on emerging markets, active between 2007 and 2020. QFR combined macroeconomic analysis with advanced financial theory to build portfolios with zero beta exposure to major macroeconomic risk factors, including the S&P 500 index. At its peak, QFR managed US$4.5 billion in assets. In 2008, QFR was selected by the specialized magazine HedgeWeek as one of the best-performing funds in navigating the financial crisis. Before launching QFR, Mr. Daza was a partner at Integrated Finance Limited, a financial advisory firm co-founded by Nobel Laureate Robert C. Merton, Roberto Mendoza (former vice chairman of JPMorgan), and Peter Hancock (former chief risk officer of JPMorgan) from 2003 to 2007. Mr. Daza began his Wall Street career at JPMorgan, where he led the Emerging Markets Research Group from 1992 to 2000, overseeing Asia, Eastern Europe, and Latin America. He also led the Emerging Markets Indices Group and was a member of JPMorgan’s Emerging Markets Management Committee, with responsibilities over Asia and Europe. He left JPMorgan in 2001 and joined Deutsche Bank as Head of Emerging Markets Research, responsible for Asia, Europe, and Latin America. Prior to his time at JPMorgan, he served as representative of the Central Bank of Chile in Asia, based in Tokyo (1989–1992). From 1985 to 1989, he worked as Advisor to the Executive Director for Argentina and Chile at the Inter-American Development Bank (IDB).
Mr. Daza pursued a doctoral Degree in Economics at Georgetown University, where he also earned a master’s degree in Economics. Previously, he studied Medicine at the Pontificia Universidad Católica de Chile (1977), Economics at the University of Chile (1978–1979), and earned a bachelor’s degree in Economics from American University in Washington, D.C. (1982).
