Carlos Alberto dos Santos Cruz

Lieutenant General Carlos Alberto dos Santos Cruz is the Secretary of Government of the Presidency of Brazil. He was born in Brazil in 1952. During his 47 years of service in the Brazilian Army, he graduated in the Military Academy, Advanced Course and Staff College. He is specialized in Jungle Warfare, “Commandos” Operations and graduated as a Civil Engineer. During his career, he commanded platoons, companies and as a colonel, he commanded the 43º Motorized Infantry Battalion. As Lieutenant Colonel, he was graduated from the Army War College (Carlisle/Pennsylvania/USA) in 1996. In 2001 and 2002, he was the Defense Attaché to the Brazilian Embassy in Moscow/Russia. As a General, he commanded the 13º Infantry Light Brigade in Brazil. From January 2007 to April 2009, he was the Force Commander in the United Nations Mission for the Stabilization of Haiti (MINUSTAH).  From April 2009 to April 2010 he was the commander of the Second Army Division in São Paulo / Brazil and after that, until Nov 2012, he was the Brazilian Army Deputy Commander for Operations.  After retirement in Nov 2012, he returned to active duty in the Brazilian Army in May 2013, in order to be appointed by United Nations as Force Commander in the Mission of United Nations to the Stabilization of Congo - DRC (MONUSCO) from May 2013 to Dec 2015. During 2010, he was a member in the Advisory Group to the World Bank that produced the World Development Report 2011.  In 2012, he was a member of the Senior Advisory Group (SAG) to the United Nations that reviewed the rates of reimbursement to the Troop and Police Contributing Countries in peacekeeping operations. From Mar 2016 to Apr 2017, he was the coordinator of the project “Brazilian Land Forces 2035” in the Brazilian Army General Staff. During the months of Nov and Dec 2017, Lt Gen Santos Cruz was appointed by the United Nations Secretary General to elaborate a report on “Improving Security in Peacekeeping Missions”, with recommendations to prevent and reduce fatalities in UN missions. From April 2017 to June 2018, Lt Gen Santos Cruz was the Brazilian National Secretary for Public Security. Lt Gen Santos Cruz was responsible for the UN report “Improving Security in Peacekeeping”, made public by the UN in 2018.
Currently, Lt Gen Santos Cruz is the Minister of the Secretary of Government.
Lieutenant General is married to Dora Regina Gondim Cruz and has two sons and one daughter.
