Overview

As leaders across the world implement measures to flatten the curve and fight the spread of COVID-19, Peru’s president, Martín Vizcarra, has taken strong and swift actions to address the health crisis. Peru was also quick to mitigate the economic impacts of COVID-19 by negotiating a record fiscal stimulus with a contingency line of up to $18 billion from the International Monetary Fund, as well an economic package of $26 billion.
 
Council of the Americas will hold a private discussion with Hugo de Zela, ambassador of Peru to the U.S., on the South American country's response to COVID-19 and the regional economic implications of the coronavirus pandemic in Latin America and the Caribbean.    
 
de Zela, a career diplomat with 42 years of service, has held various positions in the Peruvian government. These include vice minister of foreign affairs (2018-2019), permanent representative to the Organization of American States (2010-2011), ambassador to Argentina and Brazil (1997-2002, 2007-2010), member of Peru’s delegation to border negotiations with Ecuador (1997-1998), and national coordinator in the Rio Group (1996-1997).
