SANTA CRUZ—With Bolivia’s August 17 general elections approaching, question marks abound. But one thing is clear: They will mark the end of the Movimiento al Socialismo (MAS) party’s overwhelming dominance and its program of economic populism. The MAS and its grassroots bases are still collectively a powerful leftist political force, but polling indicates that the era of its legislative majorities and broad popular appeal is over, and it is no longer the party most likely to secure the presidency. Fractures within the MAS are growing, and opposition figures are gaining momentum....
