Wellington Moreira Franco

Brazil's Minister of the General Secretariat of the Presidency

Wellington Moreira Franco is the minster of the General Secretariat of the Presidency of Brazil. He is a sociologist by trade and in this capacity was a sociology professor for the Economics and Administration School at the Fluminense Federal University. He has extensive experience in public administration and throughout his career has served in various elected positions. In 1974, he became a federal congressman and two years later was elected as mayor of Niterói. In 1987, he became governor of the state of Rio de Janeiro and in 1995 once again joined Brazil's lower house of Congress. In 2007, Moreira became vice president of the Government Funds and Lottery branch of the Caixa Econômica federal bank. He then served as secretary of strategic affairs from January 2011 to March 2013. Moreira was minister of the Secretariat of Civil Aviation for the presidency from March 2013 to January 2015.
