Rowland Espinoza
Rowland Espinoza is the current vice minister of telecommunications at the Ministry of Science, Technology, and Telecommunications of Costa Rica. Previously, he was vice minister of revenue at the Ministry of Finance and has held other positions in government, including the Ministry of Environment, Energy, and Telecommunications from 2009 to 2010. Espinosa headed the Technology Center of Community Development project in the Dominican Republic with the title of presidential adviser, and was a researcher at Procesos from 2002 to 2006. He has published several scholarly articles on topics such as political culture, developments in telecommunications, and elections. He graduated from the University of Costa Rica with a degree in political science and has a graduate degree from the National Defense University in Washington, D.C.
Rowland Espinoza es el viceministro de telecomunicaciones del Ministerio de Ciencia, Tecnología, y Telecomunicaciones de Costa Rica. Anteriormente, fue viceministro de ingresos del Ministro de Hacienda y se ha desempeñado otros cargos de administración pública en el Ministerio de Ambiente, Energía y Telecomunicaciones de 2009 a 2010. El señor Espinosa dirigió el Proyecto de Centros Tecnológicos de Desarrollo Comunitario en la República Dominicana, con rango de asesor presidencial, y fue investigador de la empresa Procesos de 2002 a 2006. Ha publicado varios artículos académicos en los temas de cultura política, desarrollo de telecomunicaciones y elecciones. Se graduó de Ciencias Políticas en la Universidad de Costa Rica, y tiene un Posgrado de la National Defense University, en Washington, D.C.
