Overview

Please join the Council of the Americas for a private luncheon with Principal Deputy Assistant Secretary for U.S. Immigration and Customs Enforcement Thomas S. Winkowski. Ambassador John Negroponte, Chairman of the Council of the Americas, will moderate an off-the-record discussion on the Central American migration crisis as well as the ongoing work of managing cross-border trade between the United States and Mexico.

Winkowski recently returned from travel to El Salvador, Honduras, and Mexico. He is responsible for advancing Immigration and Customs Enforcement's mission to promote homeland security through the criminal and civil enforcement of approximately 400 federal laws governing border control, customs, trade, and immigration. He brings deep law enforcement and customs-related experience to the job, having filled various positions of leadership during his nearly four decades with U.S. Customs and Border Protection and its predecessor agencies, including as acting commissioner.

This meeting is part of the Council’s North American Border and Competitiveness Initiative.
