CLIMATE CHANGE AND THE ROLE
OF THE PRIVATE SECTOR

For the ninth consecutive year, AS/COA organized a conference in Lima in partnership with the Ministry of Foreign Affairs of Peru. In light of the twentieth Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), which will take place in Lima this December, this year’s conference analyzed the role of the private sector in promoting UNFCCC goals and mitigating the effects of climate change in Peru. A distinguished group of internationally recognized business leaders, government officials, economists, and climate change experts participated.

Although Peru has one of the lowest carbon dioxide emissions in the hemisphere, it is ranked among the top three countries worldwide that will be most affected by climate hazards. As such, the conference focused on the current and potential role of the private sector in regard to climate change in Peru. Public-private partnerships are increasingly recognized as vital to alleviating and combatting the negative consequences of climate change, and speakers identified successful examples of such partnerships and examine how they can be replicated. The conference also considered how climate change will affect Peru’s economic prospects for 2015 and beyond.

Senior Executive, Climate Change & Environment, CAF

Mary Gómez Torres is the coordinator of the Climate Change Unit within CAF’s Department of Environment and Climate Change. In this capacity, she is responsible for supporting the implementation of climate policies within the region as well as implementing the environmental window of CAF in the United Nations Adaptation Fund, the Global Environmental Fund, and the Green Climate Fund. During her 15 years of working in environmental economics and finance, Ms. Gómez Torres has worked in the public sector, development banks, private businesses, and in academia.

Vice President and Senior Credit Officer, Moody's Investors Service

Mauro Leos is vice president and senior credit officer for Latin America in the Sovereign Risk Unit of Moody's Investors Service. With extensive experience in the region, he has been a senior sovereign credit analyst with Moody’s since 1996. Leos is lead sovereign analyst for Brazil, Mexico, Argentina, Uruguay, Chile, Peru, and Colombia, as well as other Central American and Caribbean credits. Prior to joining Moody's, he was managing director for Latin America at Wharton Econometrics in Philadelphia, where he was in charge of the Latin American Forecasting Service.

Eduardo Jaime Durand López-Hurtado

Eduardo Durand López-Hurtado is the general director of Climate Change, Desertification, and Hydric Resources within the Ministry of the Environment of Peru. He has extensive experience in the public sector with land management, conservation of protected areas, and rural development in the Amazon. Durand López-Hurtado has also served as an environmental consultant for such organizations as the UNDP, IDB, FAO, ECLAC, ILPES, and the World Bank in addition to his work on projects with the governments of Peru and other nations.

Vice Minister of Energy, Ministry of Energy and Mines of Peru

Edwin Quintanilla Acosta is the Vice Minister of Energy and Mines of Peru. Before his current appointment, Quintanilla was the general manager of the Organismo Supervisor de la Inversión en Energía y Minería (OSINERGMIN) from June 2003 to December 2012. He has over 30 years of experience in the energy sector and has dedicated much of his career to the regulation and supervision of the industry. Quintanilla earned his degree in Electrical Engineering, a Master’s degree in Administration, and a PhD in Management Sciences.

Diego de la Torre de la Piedra is the president of the United Nations Global Compact in Peru. He is also the founder of La Viga S.A. and Quikrete Perú S.A. Mr. De la Torre sits on the advisory council for the David Rockefeller Center for Latin American Studies at Harvard University and is a columnist for the newspaper El Comercio in Lima. He is a professor at the Universidad del Pacífico in Lima. Mr. De la Torre has an MBA from the London Business School.

Executive Director, Institute for the Economy and Business Development, Lima Chamber of Commerce

César Peñaranda is the executive director of the Institute for the Economy and Business Development at the Chamber of Commerce in Lima. Throughout his career in the financial sector of Peru, he has been vice president at the Banco de Comercio, vice president of the Insitituto Libertad y Democracia, member of the board and executive committee of the Chamber of Commerce in Lima, and senior advisor and chief of staff at the Ministry of Economy and Finance. Mr. Peñaranda has also been a consultant to the governments of Bolivia and Honduras.
