Vanessa Rubio Márquez

Undersecretary for Latin America and the Caribbean, Ministry of Foreign Affairs, Government of Mexico

Vanessa Rubio Márquez was appointed undersecretary for Latin America and the Caribbean by the President of Mexico, Enrique Peña Nieto, in 2013. She previously worked for the National Commission for the Retirement Savings System, where she was director general for Communication and Institutional Relations as well as secretary of the Board of Directors and of the Advisory Committee. Rubio held various positions in the Ministry of Foreign Affairs, namely deputy director general for Economic Cooperation. At the ministry of Finance and Public Credit, she was head of International Affairs, Mexico’s representative to the Caribbean Development Bank, and pro tempore secretary general for Asia-Pacific Economic Cooperation’s finance ministers’ process and the G20. Rubio taught at the Monterrey Institute of Technology for twelve years and has written several publications on international politics and international finance. She holds a Bachelor of Art in International Relations from the National Autonomous University of Mexico and a Master of Science from the London School of Economics.

Vanessa Rubio Márquez fue nombrada subsecretaria para América Latina y el Caribe por el Presidente de la República de México en 2013. Fue titular de Comunicación, Difusión y Enlace Institucional de la Comisión Nacional del Sistema de Ahorro para el Retiro y secretaria de su Junta de Gobierno y de su Comité Consultivo. Rubio fungió como directora de Cooperación Económica y Desarrollo en la Secretaría de Relaciones Exteriores. También ha ocupado diversos cargos en la Secretaría de Hacienda y Crédito Público, notamente jefa de la Unidad de Asuntos Hacendarios Internacionales, directora ejecutiva de México ante el Banco de Desarrollo del Caribe, y secretaria pro tempore del proceso de ministros de Finanzas del Foro de Cooperación Económica Asia-Pacífico y del G20. Rubio fue profesora de asignatura en el Instituto Tecnológico de Estudios Superiores Monterrey. Asimismo, es autora de varias publicaciones sobre temas políticos y financieros internacionales. Rubio es licenciada en Relaciones Internacionales por la Universidad Autónoma de México y Maestra en Ciencias por la Escuela de Economía de Londres (LSE).
