For years, residents of Rio’s favelas held out hope that Mayor Eduardo Paes’ prediction that all of the city’s favelas would be integrated into the city in the next decade would come true. Plans to boost infrastructure ahead of the World Cup and the Olympics had many optimistic, but government initiatives have fallen short.

After a decade of unfinished projects, favela communities are standing up to defend their rights. Award-winning journalist Juliana Barbassa reports for Americas Quarterly on the rise of favela-based movements pushing for the city to view all of its residents – and their needs – as one.
