Overview

Council of the Americas will hold a public, on-the-record discussion on the Caribbean.

Conventional wisdom dictates that small countries do not significantly affect the international behavior of superpowers. However, the small island of Jamaica has shown itself unusually capable of influencing some aspects of U.S. foreign policy. Who gains from this power dynamic?

In his new book The Influence of Small States on Superpowers: Jamaica and U.S. Foreign Policy (Lanham: Lexington Publishers, June 2015), former Jamaican Ambassador to the U.S. Richard Bernal explores this theme in detail, helping to address the question of how we should view the asymmetric influence of small countries on global affairs.

  • Presentation by Richard Bernal, Counselor for Jamaica, Inter-American Development Bank
  • Response by George Alleyne, Chancellor, University of the West Indies
  • Special introduction by Thomas "Mack" McLarty, Chairman, McLarty Associates
