Finance Minister Ernesto Cordero outlined three areas of discussion:

Diagnostics of the Mexican economy.

The economy is going through a period of recovery. The manufacturing and automotive sectors are showing signs of recovery and strength. Moreover, after a very complicated period, hydrocarbon production stabilized at the end of 2009 and there are hopes that it will grow in 2011.In terms of predictions, 2010 GDP is forecast for 4.1 percent and inflation at 5 percent. The budget deficit stands at 2.7 percent, counting the Pemex debt. Mexico will see inflows of $17 billion in foreign investment. Recovery will be aided be job creation, financing, and reactivation of the construction sector. (read more…)

Santiago Castillo of Advent International Corporation said that tourism is a point of economic growth for Mexico. The country will also see a growth stemming from the development of the middle class, increased access to credit, and greater opportunity for investment. The chances for investment are numerous. Innovation and productivity are the motors of growth. It is a virtuous cycle. In May 2009, the estimate for Mexican GDP growth was 2.9 percent. Today it is hoped Mexico will grow by 4.3 percent this year.Strategies to increase competitiveness include:

• Putting an end to lines, waits, and intermediaries so that Mexican regulations for doing business are more straighforward.
• End transaction costs to help increase imports and exports, job growth, and financial access.
• Achieve efficient competition, promoting a culture of competitiveness for consumers, businesses, and institutions.

Ambassador Pascual gave an overview of the state visit by President Calderón, describing it as demonstrative of a deepened bilateral relationship. He also called agreement on a border strategy as nothing short of “revolutionary.” He gave an outline of the agreement at a presidential level, particularly port development to move products quickly, and to boost business and opportunities for Mexican exports. About 45 percent of the traffic that goes through Nuevo Laredo passes through Guanajuato, and the port developed there could help speed the move of goods.

In describing the Calderón-Obama summit, Pascual said the presidents discussed how to increase competitiveness, with the challenge being how to compete in a global environment. Hurdles include lowering the cost of producing goods, increasing exports, and creating jobs. Deeper integration between the two countries can help increase advantages in these areas. Gabriel Casillas, Chief Economist Mexico, J.P. Morgan

As part of the panel “Mexico and the Global Economy” Casillas discussed the economic woes in Europe and asked whether the crisis is real or just fears. On the question of whether the European countries will be solvent after the financial help that has been extended, he said the deficit affects GDP, with growth decreasing while debt rises in countries such as Ireland, Greece, Spain and Portugal. Meanwhile, the EU aid packages carry difficult-to-achieve conditions.

As a result, said Casillas, many analysts ask if EU needs a tax authority on par with its monetary agency. Questions are also arising about the EU Central Bank. The speed in terms of EU actions in the midst of the crisis appeared slow, given that the Greek debt crisis was predicted months ago.Ending the crisis will depend on certain signals: the financial sector supporting austerity measures, consumer confidence remains high, and policymakers achieve confidence in the markets. We are seeing great recovery of the U.S. economy and emerging economies are doing quite well: “they are pulling the wagon.” Yet there is concern over Europe and the integrity of the European Union. This has awakened truly unprecedented actions by the EU bank. We’ve seen timely answers. The proof is that the countries need to show in words and in deeds what they are committed to, such as tax adjustments to support EU integrity. If the issues are resolved as they should be resolved and following the script the EU has written, the situation will stabilize, said Carstens. At the end of the day there is a some distance between Mexico and Europe. There is low probability of damage to the Mexican economy, but if things do not stabilize there is a chance for greater volatility in the international markets. (read more…)

Americas Society/Council of the Americas President and CEO Susan Segal, in opening the conference, delivered a welcome message to open the conference. During her remarks, she stressed the fundamental importance of collaboration, particularly between the public and private sector, to help boost the economies of North America. Integration is a central part of increasing competitiveness, and the important ties between the Unites States and Mexico were demonstrated during President Felipe Calderón’s visit to Washington last week.

Segal also remarked that AS/COA has reservations about Arizona’s new strict immigation law, calling on debate between sectors to address immigration issues.

Aún cuando la recuperación en el consumo doméstico de bienes duraderos ha sido más moderada, el consumo de bienes no duraderos y servicios como el transporte no aumenta aún de forma considerable.

La producción de petroleo se ha logrado estabilizar tras un periodo dificil. Esperamos que repunte a mediados del 2011. Ha dejado de caer y está estable

Los pronósticos: PIB 4.1%, Inflación 5%, Déficit presupuestal, 2.7% -contando la deuda de Pemex, Aumento de los recursos en Cuenta Corriente, 17 mil millones de dólares en inversión extranjera directa.

El comercio, turismo, sector aeroportuario y el hotelero son la punta de lanza del crecimiento económico Mexicano. El desarrollo de una clase media, el acceso al crédito, la adquisición de bienes más estables permiten pensar que hay desarrollo de broad retail más amplio y por ende mayor inversión en México. Las posibilidades de inversión son alentadoras y las oportunidades novedosas.

Necesitamos profundizar las reformas internas en México. Las reformas no pasan y no estampos logrando tener los cambiso que México necesita. Las reformas económicas no pasarán mientras que no pasen las reformas políticas que permitan que los mexicanos nos pongamos de acuerdo sobre lo que el país necesita. La administración Calderón tiene conciencia del cambio necesario. El gobierno antes impulsaba los cambios, hoy requerimos también la participación de la sociedad civil. La crisis en USA y sus efectos refuerza la necesidad de la reforma energética y de telecomunicaciones. Es inentendible porqué tenemos 2 y no 5 televisoras. Es inentendible porqué no tenermos banda ancha y wireless abierto en México.

México está en plena recuperación, económica. La innovación y la productividad son el motores de crecimiento de las economías; y estas son un efecto de de condiciones estables, de Estado de Derecho.

Las políticas públicas que promueven la competitividad en el sector productivo, empresarial, de inversión, de energía y de emprendedores.

Estrategias de la Secretaría de Economía:

- Eliminar duplicidades, filas, desplazos, gestores, intermediarios, para que las regulaciones mexicanas para hacer empresa sean más fácil.

¿Cómo pensar la frontera México-Estados Unidos hoy?

Esta es una frontera del siglo XXI que debe reconocer la interconexión entre los dos países. Estos son los retos discutidos durante la visita de Calderón a Obama en Washington.

- Al ver la frontera, es claro el panorama físico y las restricciones espaciales que deben superarse. Asegurar el tránsito, securitizar las aduanas, lograr permitir infrasetructura modificada para hacer que el tránsito de mercancías sea más expedito.

- Integrar lineas de producción, políticas de transporte y políticas y planes de aduanas. Los puertos internos en México, en la ciudad de Guanajuato, por ejemplo, puede ser mejorados para expeditar el tránsito y transporte de mercancías.

- Acuerdos para crear agendas de regulación en cooperación de alto nivel. En el sector aeronautico, se busca homologar estandares de calidad en la producción, certificación y producción en la región.

La recuperacion en la economía mundial continua, aunque a diferentes ritmos entre regiones y paises.

- A pesar de las medidas son precendenre anunciadas por la UE, FMI yt BCE, la incertodumbre ha persistido. Ella pudiera deberse a la percepción de que algpun país de la reguon poudiwera incurrir en la moratoria.

- Hay focos rojos en Europa y esto puede golpear a la economía mexicana.

Procesos de ajuste fiscal mundial:

- La participación de las exportaciones de los paises europeos en su PIB están por debajo de otros paises europeos. Su competitividad se ha ido erosionando y hacen que la UE pierda competitividad a su vez. Las reformas esctrucurales son inevitables.

- Los costos de Copertura por imcumplimineto de pago se han disparado. A diferencia de México donde la prima de riesgo se mantiene sin volatilidad.
